REQUEST FOR PROPOSALS

The USAID Local Government Support Project in Moldova (LGSP) is soliciting offers for consultancy services on elaboration of socio-economic development strategies in selected towns.

With the oversight of the LGSP, the Subcontractors will be facilitating and assisting the Local Public Authorities of Criuleni, Riscani, Briceni, Ocnita, Donduseni, Edinet, Glodeni, Soroca, Floresti, Cahul, Cimislia, Leova, Anenii Noi, and Făleşti in developing municipal socio-economic development strategies for the period 2014-2020 in line with national strategic documents and regional development strategies and ensure the application of European Union standards for integrated development.

For the towns of Calarasi, Nisporeni, Stefan Voda, Basarabeasca, and Hincesti the subcontractor is only expected to support the LPAs with drafting two chapters of the socio-economic development strategy: the strategic framework and the energy sector.

The Subcontractors will cover the following tasks:
• Organize a strategic planning workshop at the national level with participation of all project partners;
• Build local capacity in socio-economic development strategy (SEDS) formulation, monitoring, evaluation and implementation;
• Conduct a preliminary analysis of each selected partner town based on comprehensive desk research and draft the profile of the towns;
• Support the Town Hall in drafting the strategic part;
• Support the Town Hall in drafting the action plan for each selected town;
• Support citizen participatory activities in the strategic planning process.

Offerors can apply for lots as follows:
Lot 1: Riscani, Briceni, Ocnita, Edinet, Donduseni and Hincesti
Lot 2: Glodeni, Soroca, Falesti, Floresti, Criuleni, Calarasi and Nisporeni
Lot 3: Anenii Noi, Cahul, Cimislia, Leova, Stefan Voda and Basarabeasca

Each offeror can apply for one or several lots.
Entities can apply separately or in partnerships.

Requirements for the Applicants
1. Legally registered entity in Moldova.
2. Expertise in strategic planning, public services, urban planning, economic development, social services, energy efficiency, public transportation, youth.
3. Qualified Personnel with relevant experience in the area.
