EMPLOYMENT OPPORTUNITY
The USAID Local Government Support Project in Moldova (LGSP) seeks a highly qualified Deputy Chief of Party.
This is an on going project with two more remaining years aimed to help: increase economic and administrative decentralization of local public authorities; consolidate local government functions; and improve fiscal budgeting and management, public service delivery, community planning, and energy efficiency. LGSP is implemented by USAID contractor Chemonics International Inc. This is an anticipated vacancy available early in March 2014.
Responsibilities: The Deputy Chief of Party (DCOP) shall have the following duties and responsibilities:
• Serve as acting-Chief of Party (COP) when delegated by the COP. When so delegated, oversee all project activities and manage all administrative, financial, and personnel matters in a manner fully compliant with the LGSP contract, USAID rules and regulations, and Chemonics policies and procedures.
• As Deputy Chief of Party (DCOP) Supervise the work of the Field Coordination and Technical teams, help them to develop project activities that support the project's goals and objectives as set forth in the project contract with USAID, approved annual work plans, and other relevant deliverables, and help to draft scopes of work for individual consultants or grantees.
• Work alongside the COP to promote and affect a coherent and strategic vision for the implementation of the Project with buy-in from USAID and key counterparts and stakeholders.
• Work with the COP to lead the project team to develop annual work plans, annual reports, and key technical deliverables, including but not limited to the Municipal Performance Index and the Excellence in Municipal Management training and technical assistance program.
• Help to identify, select, and supervise local and international short-term consultants, and/or grantees, and ensure consultants complete their assignments and submit deliverables.
• Review and assess work plan activities periodically with the COP to ensure progress and achievement of desired results and impact.
• Represent the project to key public and private sector stakeholders and beneficiaries and to USAID or other donors as delegated by the COP.
Qualifications:
Experience (Required): At least 5 years of senior management experience in a development context, preferably with USAID-funded technical assistance programs. Significant familiarity with U.S. Government funded projects in the developing countries. Ability to meet tight deadlines, prioritize effectively, and exercise significant attention to detail.
Education (Required): bachelor's degree (or foreign equivalent) in Economics, Finance, Management, Law or related discipline (Master's degree preferred). Relevant professional experience.
Language Skills (Required): Fluency in English, Romanian and Russian, written and spoken.
Computer Skills (Required): Skills in using word processing and spreadsheet, as well as electronic communications programs.
Interpersonal Skills (Required): Strong interpersonal skills (e.g., tact, diplomacy and patience) in the context of dealing with expatriate and Moldovan staff members, as well as with wider local government, civil society, and donor community.
Self-Motivation and Guidance (Required): Demonstrated initiative and self-motivation in handling all assigned tasks.
