The German Development Cooperation through GIZ is looking for a local short-term IT Consultant for the Moldovan Investment and Export Promotion Organization (MIEPO).

The Consultant will provide the following services:
• Prepare the integration of the investment generation content produced by the Project and MIEPO into MIEPO's web site in a way that is easy for the stakeholders to find and use;
• Review and recommend the best option for implementing a CRM solution, based on features and cost of ownership.

The main responsibilities shall include:
• evaluate all investment related sites about Moldova, as well as similar sites promoting Foreign Direct Investments (FDI) in other countries and recommend the best use of URLs and interactive digital tools for the purpose of FDI promotion;
• make inventory of the investment generation content produced by both the Project and MIEPO, assess if it needs to be updated and recommend its best use on-line;
• review at least 5 CRM software applications, both open source and proprietary;
• recommend the best option for implementing a CRM solution, based on features and cost of ownership;
• recommend adjustments to MIEPO's web site structure and appearance to integrate all investment related content.

Deliverables:
• Content inventory and needs assessment report (with recommendations);
• CRM review and recommendations report;
• Full Terms of Reference with all technical and content specifications for Website refining and adaptation which can be immediately used for tender;
• Full Terms of Reference for the procurement and customization of the best suited CRM system.
• MIEPO will provide the advisor with working space, technical equipment, telephone line and access to Internet.

Required qualifications:
• Bachelor and/or Master Degree in IT;
• at least three years of work experience in the relevant field;
• strong analytical and report writing skills;
• ability to work under tight deadlines and communicate effectively at all levels, with sensitivity and discretion;
• excellent command of English, Romanian and Russian languages. Applications shall include:
