The MERP supports the Government of Moldova reform program by financing activities that will strengthen the quality of education and lead to a more efficient education sector. Through this Project - budget support instrument, the World Bank will support the GoM in implementation quality assurance standards for hub schools. The World Bank offers in parallel technical assistance to help the Ministry of Education of Moldova (MoEd) in the achievement of DLIs, through making available global knowledge and technical expertise.

The part of the MERP resources will be invested in the implementation of adequate quality standards, which includes the rehabilitation of 94 hub schools. The implementation of quality standards involves working with schools, local public authorities on the town and raion levels, and various institutions on the national level, and will involve analyzing, reviewing, and initiating new legal provisions. Given the size of the investment and its urgency, the Ministry of Education is looking to hire a Legal Expert, who will support the Ministry in the implementation of quality standards, including rehabilitation of schools, in a legal, effective, and transparent manner.

The Ministry of Education now invites individual consultants to indicate their interest in providing the Services.

Interested consultants should provide information demonstrating that they meet the minimum required qualifications and relevant experience to perform the Services:
• Relevant academic qualification in law with a minimum of 5 years relevant work experience.
• Extensive knowledge of the Moldovan Government structure and good knowledge of the legislation and legal regulations on government operations (Constitution, administrative law, public procedural law, Law on Public Procurement).
• At least three years of experience in drafting legal instruments (including bills, regulations etc.) and conducting multi-party stakeholder consultations.
• Prior professional experience working on international, regional, or bilateral donor-funded projects (e.g. World Bank, USAID, DFID etc.) or private sector will be considered an advantage.
• Ability to work effectively with high-ranking national and regional government officials, to advise and interact with all levels of management and staff.
• Ability to form effective working teams and lead/guide the teams' activities towards accomplishing established goals.
• Good interpersonal skills to put MoEd's decisions into a language of law.

The assignment period is expected to run from March 2014 until December 2014. In case of successful delivery of the TORs, the contract may be renewed yearly until the end of the project.
