The German Development Cooperation through GIZ is looking for a local expert as Senior Consultant to the Chief Strategy Advisor of the Prime Minister.
The Senior Consultant will support the Chief Strategy Advisor through expertise and assistance in advising the Government to enhance the general public's understanding of Moldova's European integration policies and goals as well as by providing organizational and logistical assistance.
The main responsibilities shall include:
• identify and recommend policies to promote and communicate European integration in the Republic of Moldova;
• compiling daily media monitoring reports in order to inform the Strategy Adviser, as well as identify and assess gaps in government communication and information about its EU integration priorities;
• provide logistical support by preparing, scheduling and following up on meetings and other events;
• supporting the development of government webpages as well as pages on social media on European integration;
• under the guidance and supervision of the Chief Strategy Advisor, develop effective and innovative communication links on EU integration and the advantages it brings for Moldova;
• liaise with think tanks and NGOs which have wide regional networks;
• liaise with media outlets to promote these goals;
• draft communication materials, policy briefs, talking points, presentations and publications on relevant policies;
• perform other duties and tasks as assigned by the Chief Strategy Advisor.
Required qualifications:
• Degree (Bachelor or Master) in one of the following fields: Communication/Journalism/Public Policy/Social Sciences or related field;
• at least four years of work experience in relevant field: Public Relations/Media/ Policy Advocacy;
• detailed knowledge of administrative and government structures of the Republic of Moldova;
• thorough understanding of Moldovan media landscape and of the Government systems of communication and relations with the public;
• thorough understanding of the Government of Moldova's EU integration agenda and of its current implementation status;
• strong IT skills, analytical and report writing skills;
• experience of utilizing communications in public policy campaigns, through media, events and social media;
• strong organizational and inter-personal skills;
• excellent drafting skills;
• positive attitude and ability to work in a team;
• ability to work under tight deadlines and communicate effectively at all levels, with sensitivity and discretion.
• excellent command of English, Romanian and Russian languages, including excellent drafting/editing skills in Romanian.
