Terms of Reference for Mapping and Assessment of VET Institutions

Position: Two Junior Non Key National Experts

1. Period of the assignment
The assignment is scheduled for the period from 1 st of March to 31 of July, 2014. The tasks will be performed within 80 expert working days.

2. Objective
The national experts will offer assistance in the design, organisation and implementation of the institutional mapping of the Moldova VET institutions in order to prepare a Master plan for optimisation of the VET institutional network.

3. Tasks to be performed
1) Finalizing and adjusting the mapping methodology
2) Developing the methodology for analyzing of self-evaluation reports
3) Preparing the training workshop of the VET institutions for self-evaluation
4) Developing the methodology for the external assessment of VET institutions
5) Analyzing existing financial data in the MoE
6) Analyzing the self-evaluation reports of the VET institutions
7) Drafting routes for 6 external assessment teams (15-16 VET institutions each)
8) Developing instructions for external evaluators
9) Supporting selecting and training of national experts
10) Participating in the external evaluation (visits in schools):
11) Analysis of data and drafting report to be presented to MoE:
12) Supporting preparation of the Final report submitted to the MoE

4. Qualification and skills
• Bachelor's degree in Education, Management, Social Sciences or related subjects
• Excellent analytical, communication and negotiation skills
• Excellent leadership and presentation skills
• Fluency in Romanian and English

General professional requirements
• 3 years of proven experience in international projects in the education, economic and/or social sector
• Fluency in oral and written in Romanian and English

Special professional requirements
• 3 years of proven experience in structural development, reforming and restructuring of public institutions and organisations
• At least 3 experience as non key experts in education and/or social reform projects

5. Subordination and Cooperation
The expert will report to the team leader and cooperate with the project team and all beneficiary organisations.
