EU project Support for VET Sector in the Republic of Moldova EuropeAid/133700/C/SER/M D/12

The EU Project is looking for a national mid-term expert in VET reform policy planning from March to December 2014 for appr. 120 WD.

The Terms of reference below indicate the qualification and competences required for this assignment.

Interested candidates in the proposed assignment will submit the applications no later than 07 March 2014,15:00 hours, at email, att. to: Dr. Juergen Weiss, team leader.

The application should consist of:
• Cover letter (containing the name and position and, briefly, the competences which qualify the candidate for it)
• CV in EU format.

TERMS OF REFERENCE for a national mid-term expert supporting the ministry of Education in the development and approval of a Master plan for the optimisation of the network of VET institutions

Background
The national expert should support policy development and decisions related to the restructuring process of the network of VET institutions and the selection, set up and development sector-based centres of excellence.

Qualification and skills
• Master degree in education, economics or other related subject
• Excellent analytical, communication skills and negotiation skills
• Excellent leadership and presentation skills
• Fluency in Romanian and English

General professional requirements
• Minimum 5 years of proven experience in international projects in the education or social sectors;
• At least 5 years of relevant professional experience related to policy advice in the fields of reform.

Special professional requirements
• 5 years of proven experience in structural development, reforming and restructuring of public institutions and organisations;
• Proven working experience of at least 3 years in capacity development of for public institutions and servants;
• At least 3 experience as senior non key expert in social or education reform projects.
